Local Governance Program in Albania
USAID's Local Governance Program in Albania (LGPA) works with ten municipalities throughout Albania to foster local economic growth, improve local governance, and strengthen civic and private sector engagement in local development. LGPA's partner municipalities, shown on the map on the reverse side, are Elbasan, Fier, Fushė-Krujė, Gramsh, Korēa, Kukės, Lezha, Librazhd, Pogradec, and Shkodra.
Memorandum of Understanding with Partner Cities
A Memorandum of Understanding (MOU) was entered into by USAID's Local Governance Program in Albania (LGPA) and the Mayors of the ten target municipalities: Elbasan, Fier, Fushė-Krujė, Gramsh, Korēa, Kukės, Lezha, Librazhd, Pogradec, and Shkodėr. The LGPA is funded by USAID, and implemented by ARD, Inc.
The Parties to the MOU recognize the need to encourage greater local economic development as a means to increase jobs, incomes, and local tax revenues, which in turn will provide the necessary resources to improve the quality of life for the citizens and businesses in the target municipalities.
